Open a transarent image 400 x 400, 300 resolution.

Flood with a gradient, Angle 90, Repeats 0

Add 4% Noise to smooth out the lines. Gaussian and Monochrome checked.

Rename the layer, background.

Effects, Image effects, Page curl. Check top right corner, Radius 40%, Width 72, Height 42, Transparent checked.

Apply page curl again with the top left corner checked, leave the other settings.

Effects, Distortion effects, Polar Co-ordinates, check Rectangular to Polar and Transparent.

Effects, Reflection Effects, Kaleidoscope.

Horizontal and Vertical Offsets 20, Rotation 90, Scale Minus 50, Petals 12, Orbits 0, Radial Suction 17, Wrap checked.

Choose the Selection Tool, Circle, Antialias checked, Feather 0. Start at co-ordinates 200 width, 200 height and draw out the circle to the outer edge of the pattern.

Invert the selection and hit the Delete key.

Invert the selection, add a new layer, drag or send to bottom. Choose a colour from the pattern and flood the new layer.

Apply a texture of choice, the sample shows Blinds applied both ways, Width 2, Opacity 25.

Selections None.

Highlight background layer and apply a drop shadow of choice. I used Vertical and Horizontal 2, Opacity 30, Blur 5, Colour Black. Repeat shadow with Vertical and Horizontal at Minus 2.

Highlight the bottom layer, the flood filled layer, click in the transparent area with the Magic Wand, Tolerance and Feather 0.

Back up to the background layer and hit Delete. This removes the shadow on the outside of the background layer.

At this point add decorations or use as a fancy brad. Merge visible and save as a pspimage.
