For this tutorial you will need:
Some tubes and some background images

First we are going to make the tag background. Have fun with it, be creative
Open a new Transparent Image 650 x 450
Set the Foreground colour to #c3cdcd and Background colour to #91a5a2
Flood fill Raster one with the Foreground colour
Reverse colours in Materials Palette - dark foreground, light background
Choose a fancy, flowing font, I used Mutlu, Size 200 and I typed a capital 'W'
Vector checked, line width 1. Objects Align - Center in Canvas
Use the handles to stretch the letter until it covers the canvas but doesn't touch the edges
Convert to Raster. Merge Layers Visible
Now the fun begins

Using the Magic Wand Select Light areas randomly and apply various textures
blinds, weaves, fine leather or straw wall effects, until your working image is filled to your liking
I filled the largest area with Blinds,
Width = 2, Opacity = 50, nothing checked and used the Dark Foreground colour
Another effect I applied to a different area - Texture effects - Weave
Gap = 2, Width = 2, Opacity = 2. Weave Colour White, Gap Colour Foreground colour, Fill Gaps checked
Texture Effects - Texture - Wet Fall Leaves
Size 30% - Smoothness = 0, Depth = 1, Ambience = 0, Shininess = 0, Colour Background colour (light)
Angle = 315, Intensity = 55, Elevation = 30
Texture Effects - Straw Wall
Blur = 40, Density = 15, Length = 14, Width = 1, Transparency = 200, Colour #555555, Angle 100
Texture Effects - Fine Leather
Colour Black - Angle =180, Blur = 80, Transparency = 225, Number of Furrows = 60, Length of Furrows 10

New Layer
Selection Tool - Custom Selection
Top = 10, Left = 500, Right = 640, Bottom = 440
Flood the selection with the dark Foreground colour
Selections None
Apply Effects - Texture Effects, Mosaic Glass
Columns and Rows = 70, Symmetric checked, Glass Curvature = 100, Edge Curvature = 3, Grout Width = 4, Grout Diffusion = 40
Apply the following inner bevel
Bevel #2 - Width = 10, Smoothness = 2, Depth = 1, Ambience = 3, Shininess = 15,
Colour White, Angle = 315, Intensity = 35, Elevation = 50

Edge Effects - Enhance
Change Layer Opacity to 60 and the Layer Mode to Overlay
If your tag back is too dark - Add a New Layer - Drag below your textured layer - Flood with a light colour - Highlight the textured layer and lower the opacity to suit
Merge Visible
New Layer
Select All - Copy and Paste Morgue File Grasses into Selection
Change layer Opacity to 80 and the Layer Mode to Soft Light
Edge Effects - Enhance - Selections None
For tube placement see tag
Copy and Paste ship-misteries as a New Layer
Use the mover tool to move up and a little to the left
Change Layer Opacity to 50
Edge Effects - Enhance
Copy and Paste Isharimal Window as a New Layer
Move over to the Left Side
Change Layer Opacity to 65 and the Layer Mode to Luminance (L)

Copy and Paste Isharimal Magic Girl as a New Layer
Image Mirror - Move over to the right and up to the top edge
Change the Layer Opacity to 60
When your tubes are placed to your satisfaction - Merge all Layers Visible
Copy
Add Borders Symmetrical = 20
Select border with Magic Wand and Paste into Selection
Leave those marching ants - Adjust Blur - Gaussian Blur = 5
Invert Selection
Apply Drop Shadow of
Vertical = 1, Horizontal = 8, Opacity = 30, Blur = 15, Colour Black
Repeat with Vertical Minus 1, Horizontal Minus 8
Selections None
Add a 1 pixel border of your dark colour
Watermark, add text if you wish and any necessary copyright information
Resize using Bicubic resampling
